Mr. William Keegan is currently Senior Vice President in Equator Corporation, the Director of Test & Evaluation of the Future Submarine Program, and the current President of the International Test & Evaluation Association (ITEA).
Previous positions include: Chief Operating Officer of Loch Harbour Group Inc., Vice President of the Test, Evaluation & Analysis Division at American Systems Corporation, and Vice President of Operations of the System Engineering, Test & Analysis Division at Science Applications International Corporation (SAIC).
Mr. Keegan retired from the Army at the rank of colonel after 26 years of service in multiple combat, command, and staff positions worldwide. His assignments included: Current Operations Chief, Supreme HQ Allied Powers Europe, G-3 XVIII Airborne Corps Artillery, Battalion Commander 82d Airborne Division, Operations Officer 101st Airborne Division, multiple commands in the 25th Infantry Division, Chief of Congressional Strategy at US Army Legislative Liaison; Military Assistant for Fire Support Programs, and SMA, Director of Operational Test & Evaluation (DOT&E), Office of the Secretary of Defense, where he had T&E oversight of numerous top defense programs
He holds a BA from Siena College, an MS from CMU, and an MS in National Security Strategy and Policy from the National War College. He also is a graduate of the US Army Command and General Staff College, the US Armed Forces Staff College, the NATO Staff College, and the Centres des Hautes Etudes Militaires exchange program in Paris, France.
